Peter Tousley has been VT VOAD’s interim President since the July 2023 severe storm event.
His focus is to create a strong bond between federal, state and local emergency management entities, national and local volunteer disaster organizations, and Vermont’s emerging Long Term Recovery Groups to establish VT VOAD as a central consortium to support efficient and effective response and recovery efforts, disaster preparedness planning, and hazards mitigation for Vermont communities.
Peter’s background is in business, construction, and resilient building systems design.

Timothy Stetson
One of VT VOAD’s founding members, Rev. Timothy Stetson spent over 30 years with one of the nation’s largest disaster relief organizations and worked many disaster operations around the U.S. and trained many others to do the same. he also works[/ed?] for Vermont Department of Health managing its emergency logistics and supply chain operations, including Medical Countermeasures and the Strategic National Stockpile.
Tim is the Founder, President, and CEO of Guardian Angel Ministries of Enosburg Falls, Vermont – a Missions, Outreach, and Evangelism Ministry with humanitarian and emergency services as a key program. He is an ordained minister and pastors Richford First Baptist Church in Richford, VT.
